Add Alerts Users set up based on rules that are easily visible

We envision an alert that would be created by the nurse that appears when you open a client.  It would work similar to the alert we receive when a new release is coming.  The new release alert has the ability to continue to see it or “do not show again”.  It could alert to a special condition of the client i.e. “forgets to put hearing aids in”, or something that needs to be done for the client i.e. “lab work due” or “remind of MD appointment”.

    Would like reminders to act like an alert, so that if a reminder exists on a client the employee assigned gets a visible alert to go look at that client. Today if the reminder is created for the client, the employee first has to know to go look for the client's record in order to see the bell reminder on the client list for that client.

    We would like to see the alerts be able to be determined by the agency for rules like; a client record was created and no program assigned.
